While Frank is recovering, Donald Blythe is sworn in as interim president. Desperate, he attempts to assassinate Frank, injuring the President in the liver and killing bodyguard Edward Meechum, but not before Meechum kills Lucas. He contacts Dunbar and explains her story, but she prefers to keep her distance. Lucas Goodwin is released from prison and wants revenge on Frank. Frank finds out that Claire had provided Dunbar with information, and she threatens to continue unless she names her as his running mate. Frank and Claire travel to South Carolina for the primary, but a series of scandals put Frank in a bad position and make him lose the state to Dunbar. He succeeds after promising not to sabotage his campaign in Texas, but later blocks his candidacy for Congress by publicly endorsing Celia Jones in her State of the Union address. Frank is desperate to bring Claire back to his side as he loses ground in the main primary states. Claire offers them federal funding for a clinic on condition that Celia does not show up, but the Joneses decline the offer. The incumbent, Doris Jones, intends to retire and support the candidacy of her daughter Celia to succeed her.
